Petition update from the council, 24 June 2016

Dear Christine,

Thank you for your petition which closed on 21st March 2016 regarding your request for a pedestrian phase at the junction of Seymour Place and Crawford Street.

When residents, local businesses or visitors raise road safety and traffic management concerns for the City Council’s attention, the first stage of the evaluation consists of an analysis of the three year casualty related accident database to determine the recent road safety record. This approach ensures that our limited resources are prioritised on sections of the highway network where the number and severity of casualty related accidents are the greatest.

With regard to the junction of Seymour Place and Crawford Street, there have been three slight personal injury accidents over the thirty-six month period up to the end of October 2015 which is the latest available data. None of these accidents involved a pedestrian.

This junction falls within the scope of Westminster City Council’s proposals for a Cycle Quietway, a new cycle route from Edgware Road to Fitzrovia. This cycle route proposes changes at key locations along this route to help vulnerable road users and to address existing issues. The proposals are currently being developed and at this junction the plan is to implement light controlled pedestrian crossings on all arms of the junction. The City Council has recently consulted on the cycle route proposals, including the changes at the junction of Seymour Place and Crawford Street. Subject to consultation, traffic modelling and funding from Transport for London, the City Council is looking to implement the cycle route proposals later in 2016.

Furthermore this matter has been raised with the City Council’s School Officer for Road Safety Education who will contact the schools in this area in regard to any issues that they have at this junction.

The intersection of Seymour Place and Crawford Street has become increasingly dangerous. Taxis, delivery vans and aggressive cyclists use this intersection as a thoroughfare from the A501 (Marylebone Road) and Edgware Road to cut through Marylebone. There are many schools nearby. Often vehicular speeds are in excess of what is permitted and drivers/cyclists don't honour pedestrians (often children) the right to walk across the street.
