Good afternoon Mr Giakoumakis

Thank you for contacting us about your concerns about burglary in your local area, and I am sorry to hear that you and your family were recently victims of this crime, it must be a very unpleasant experience. Regarding your petition I can confirm we received two signatories.

In your response to your request for CCTV on Saltram Crescent, unfortunately we are not in a position to provide additional CCTV in Westminster at this time. Westminster Council decommissioned its CCTV network and infrastructure at the end of 2016 following a Cabinet Member decision. This decision was made for financial reasons, and because CCTV is not a statutory function there was no available budget to support the ongoing maintenance costs (around £1 Million per annum) of CCTV which was entirely funded by Westminster Council.

Following the decision to decommission our CCTV network we proactively worked with the Metropolitan Police and Mayor’s Office for Policing and Crime (MOPAC) which resulted in us providing existing funds to the Metropolitan Police to allow them to fund a new CCTV network in Westminster, monitored by the Police. This approach also makes sense operationally as almost all of the requests for use of our CCTV in the past originated from the Police.

In addition there are many other cameras operated in Westminster by third parties such as TFL, our housing partners, businesses and residents. These are all unaffected by Westminster Council’s decision.

There is much debate around the effectiveness of CCTV in deterring criminality and there is no clear link between CCTV and corresponding reductions in crime. What we find more effective is working closely with partner agencies such as the Police in investigating local crime and anti-social behaviour issues, and every area of Westminster is covered by a Neighbourhood Coordinator who works closely with partners on identifying and resolving problems linked to crime. With your blessing I would be more than happy to speak with the relevant officer about the issues you have been experiencing, and ask them to look into it with the local policing team.

Our house was burgled early August 2018 and today our neighbour was burgled around 9 am in the morning. Last months several other flats in the same road had the same misfortune. Many people in this street have children, I have 1 and my neighbours have 3. Imagine if the kids were home. Do we have to reach that point?
