Petition to: take action on traffic and pedestrian issues on Portland Place to improve road safety

I am writing in response to the City of Westminster E-petition that you submitted on 18 April 2018, please refer to Appendix 1.

It is also acknowledged that the petition was signed by 287 people on-line and an understood 32 people off-line and the support statement read as follows:

‘There are no pelican crossings/pedestrian light sequences at the following intersections - Portland Place and New Cavendish Street (north side); Portland Place Weymouth Street (south side); Devonshire Street and Portland Place (south side).

In total, there are four schools with small children, teachers and staff located within proximity (L'Ecole International Franco-Anglaise, Abercorn School, Portland Place School and Queen’s CoIlege Preparatory School) who use these intersections multiple times daily to go to and from school as well as to walk to The Regents and Crescent Parks for sport and school activities. As is, conditions for pedestrians are extremely unsafe.

Our goal is to make more vulnerable road users such as children, the disabled and the elderly feel safer.’

Of the three junctions of concern the following is advised:

1. Portland Place and New Cavendish Street (North side)
There is a Transport for London (TfL) proposal to develop and implement a new Cycle Superhighway Route 11 (CS11) from the West End to Swiss Cottage via Portland Place. However the City Council is not currently in support of this proposal so until a time when TfL satisfies the City Council that the scheme will not be detrimental to the surrounding traffic network and local communities in question, it is not in a position to review the affected Portland Place and Weymouth Street junction, as raised in your petition. Officers are monitoring this situation closely and will ensure these junctions are fully considered.


2. Portland Place and Weymouth Street (South side)
It is advised that when residents raise concerns about road safety an evaluation of the recorded casualty accident history is undertaken. This approach is necessary to ensure that resources are focused on those sections of the highway network where the number and severity of casualty related accidents are the highest. In respect to the Portland Place and Weymouth Street junction it is advised that the casualty related accident history is very low, so given this evidence and the presence of a green man crossing on the North side of the junction, I have to advise that the sort of scheme you request cannot be prioritised, at this present time. Officers will ensure this situation is reviewed

3. Portland Place and Devonshire Street (South side)
As above, the City Council is currently in discussions with TfL about the prospect of the whole CS11 route proposal that could be routed via Portland Place. So once again a decision regarding the above junction and the south side crossing point will need to be delayed until a wider position is adopted regarding the whole CS11 proposal.
