Dear Mr Perez

Re: Response to Petition – Remove those at risk to the community from the community.

I am writing to you as the lead petitioner in response to the petition received entitled‘Remove those at Risk to the Community from the Community’. The petition has now closed for the collection of signatures and received 5 signatures in total.

I am sorry to hear that you and your family have been suffering and can appreciate your concerns about the general suffering that victims and some members of the community experience through the actions of others. I would urge you to contact the police if there are any outstanding matters that have not been reported or discussed with them.

Police take primacy for the investigation of criminal allegations against individuals and it is for them to present evidence, if considered sufficient, to support any prosecution. It is then a
matter for the judicial process to consider any evidence and impose sentences, if the case has been proven, against perpetrators within relevant laws, guidelines and with due regard to the previous character of the perpetrator. The council do not conduct or get involved in criminal investigations.

In terms of police powers to detain individuals that is a matter for central Government and the passing of relevant legislation.

There is a range of multi-agency meetings that consider the risks posed by certain offenders who meet a certain threshold and their offending history, character and behaviour are risk assessed to ensure control measures are put in place to mitigate any threat to the community. Some of these individuals you may have referred to in the details of your
petition. The council participates in these meetings.

I again recognise the concerns you have raised but would reiterate that any interventions against individuals must be proportionate, legal and necessary, considering the relevant evidence, legislation and the individual concerned.

With many people constantly suffering as myself, family and community have, there must be a way of removing those who are or pose a risk to the community from said community. There must be a way of ensureing that those that have committed violent or racially motivated attacks against people in the community are removed. There must be a way for those that cause the continuous suffering and instil fear into the community to be removed. There must be a way to not only allow police powers of detaining said people but also ensuring that said person does not then continue roaming around the community further increasing fears.
