Thank you for signing the recent petition regarding concerns over the management of Charfield Court. I am sorry to hear you have concerns about the way in which the block is now being managed and in particular regarding the cleaning service.
From 1 January 2017, the cleaning service is delivered by Pinnacle PSG as the nominated cleaning contractor for all CityWest Homes buildings across Westminster. A cleaning schedule is displayed throughout the building which advises on the contracted cyclical tasks that Pinnacle must carry out on a daily, weekly and monthly basis. A copy of the schedule is also enclosed for your ease of reference.
The cleaning standards are regularly inspected and monitored by both Pinnacle and CityWest Homes to ensure that tasks are being correctly administered.
Mick Stacey, senior estates' compliance officer, carried out fire risk assessments at Charfield Court on 4 January, 2 February and 3 March and noted that the cleaning throughout the building was of a high standard.
On receipt of the petition, I visited Charfield Court with Mick Stacey and Joao Santos, Pinnacle PSG contract manager on Wednesday 1 March and carried out a full inspection of the building. The lifts, all corridors and bin chutes were clean and tidy and meet with CityWest Homes standards.
Joao Santos has inspected Charfield Court on a weekly basis since Pinnacle took over the cleaning of the building, and is satisfied with the cleaning services provided.
Joao has confirmed that the vacuum cleaner was replaced on the same day it was reported as not working and there was no disruption to the cleaning of the building as a result of this. The vacuuming is carried out on Tuesday, Wednesday, Thursday and Friday. The cleaner starts at the top of the building and works their way down. All the corridors are vacuumed once a week and litter picked every day as per the schedule.

To date that no action has been taken to rectify previous concerns that have been raised. The standards of cleaning are now totally unsatisfactory and we need to formally bring this to the attention of the Property Management. Most recently both lifts were left uncleaned from Thursday 16th until Monday 20th February 2017. Also the corridors have not been vacuumed for a month because allegedly the cleaner does not have a working vacuum cleaner. Clearly this situation is unsatisfactory and needs to be rectified as a matter of urgency.
